The introduction of ADR 2027 brings several changes for organisations involved in the transport of dangerous goods by road. One notable amendment concerns the ADR Instructions in Writing, which provide essential emergency guidance to vehicle crews.
What are the ADR Instructions in Writing?
Under ADR 5.4.3, vehicles carrying fully regulated loads of dangerous goods are required to carry a copy of the Instructions in Writing in the driver’s cab, where they must be readily available to the vehicle crew.
These instructions provide essential guidance on the actions to take in the event of an accident or emergency.
The instructions must be provided by the carrier in a language that each member of the vehicle crew can read and understand.
What is changing in ADR 2027?
ADR 2027 introduces several amendments to the Instructions in Writing, including changes to the guidance provided to drivers in the event of an accident or emergency.
One of the more notable changes concerns the actions drivers should take to make their vehicle safe.
The revised wording refers to applying the braking system, stopping the engine and isolating the battery by activating the feature to de-energise the vehicle’s electrical systems, where available.
This replaces the previous reference to operating the battery master switch, reflecting the different electrical systems and technologies found in modern vehicles.
There are also changes to the terminology used to describe the hazards associated with different classes of dangerous goods, alongside amendments to the information relating to equipment carried on the vehicle.
Although some of these changes may appear relatively minor, drivers are required to carry the new document, and it is an area enforcement can easily check to ensure compliance.
When do the new Instructions in Writing become mandatory?
Although ADR 2027 takes effect on 1 January 2027, a specific transitional provision under ADR 1.6.1.58 allows the existing Instructions in Writing to continue to be used until 31 December 2027.
This is longer than the general six-month transitional period between ADR 2025 and ADR 2027.
Carriers should use this additional time to ensure their vehicles are equipped with the revised instructions and that drivers understand the changes.
